Chief Executive Officer – Randy Johnson
Montgomery County Hospital District/Montgomery County Public Health District
Randy Johnson joined MCHD in March, 2012. During his time at MCHD, the organization has focused on streamlining its services to the community. The EMS service has continued to focus on response times, clinical expertise and customer service. Additionally, MCHD has worked with the thirteen area responder agencies to insure a seamless, coordinated partnership responding to all fifty thousand 911 calls it receives each year. This focus helped MCHD achieve the “EMS Provider of the Year” award in 2013. Mr. Johnson has also worked to assure that MCHD provides its services in a transparent, efficient and effective manner. The Healthcare Assistance Program continues to serve the indigent county residents by contracting services with over 500 physicians, 10 hospitals, and numerous outpatient service centers. This provides patients excellent care with great value to the tax payers of Montgomery County. Finally, Randy has expanded the County Health Department to provide emergency disaster services, mobile medicine services, and community navigator services.
Prior to joining the District, Randy’s 30 year experience in hospital administration included overseeing the development and operation of several hospitals including facilities with HCA, Memorial City, Christus, and Kindred Healthcare.
Randy earned his MS in Health Services Administration from the University of Houston at Clear Lake, and his BBA in Finance from The University of Texas at Austin. He is a member of the Woodlands Rotary, Conroe, Magnolia, Magnolia Parkway and The Woodlands Chambers of Commerce, Leadership of Montgomery County, and serves as a Board Member for the Montgomery County United Way.
Chief Financial Officer – Brett Allen
Brett joined the District in May 2011 from US Oncology, where he worked with physician practice, claims and electronic medical records. Brett’s experience also includes working with the Memorial Hermann Healthcare System, CHRISTUS Health, engineering and contracting firm, and Shell Oil.
As the Chief Financial Officer for MCHD, Brett is responsible for the custody of the District’s resources, the fiscal record keeping and maintaining compliance with Federal, State and Local Rules and Regulations. He is responsible for preparing and managing the annual budget, overseeing the District’s payroll, billing, and advises management of long-term financial planning goals for the organization.
Brett is a Certified Public Accountant with a Masters Degree in Accounting from the University of Houston and a BA in Finance from Southwest Texas State University.
Chief Operating Officer – Melissa Miller
Melissa joined the District in 2013 as the Chief Operations Officer. In her role, she provides strategic leadership and direction for operating units for Preparedness and Safety, Facilities, Fleet, Materials Management, Radio/Tower and Public Health. Melissa is also responsible developing and implementing training programs, coordinating Emergency Preparedness plans and leads the performance management process that measures and evaluates progress against goals for the organization.
Melissa is a Registered Nurse and a graduate of Stephen F. Austin University with extensive experience in Health Service Administration.
Director of EMS – Jared Cosper
Jared first started in EMS in South Texas as a youth explorer in 1994. Jared has been a Licensed Paramedic since 1999 before attending Texas A&M University where he completed a Bachelors of Science degree. He has been with the Montgomery County Hospital District since 2003. Professionally Jared is committed to clinical excellence and ensuring a just culture within the agency.
