SETTRAC's Regional Communications Vehicle
Background
During Hurricanes Katrina and Rita, SETTRAC Regional Hospitals and EMS agencies were called upon to assess, treat, transport, and/or locate specialty care for thousands of patients. The Catastrophic Medical Operations Center (CMOC), Reliant Command Post, and Transportation Sectors were staffed by regional leadership, but cache computer and communication equipment was non-existent.

Goal
Provide equipment and support personnel necessary to establish an emergency communications system and to be the forward arm of the incident command post. The Mobile Communications Vehicle (MCV) will coordinate and support EMS operations during disasters, local emergencies and create a seamless link between the CMOC, Regional Hospitals, and EMS Providers.
Deployment Team
The deployment team, made up of regional leadership, technical, and operational staff will be required for each activation. This team will routinely train and participate in regional and local drills.
The deployment team will remain with the MCV throughout the mission, unless another plan is negotiated. The role of deployment team is to establish an emergency communications system or support an existing communications system and establish a communications/command post facility.
The deployment team will maintain the MCV, the radio system, and the facility until mission terminates. The deployment team is knowledgeable in incident command systems and will fall under the command system; however, it is not the intent of deployment team to provide ICS command personnel.
