Administrative Staff

Executive Staff

The Executive Staff is made up of the Chief Executive Officers and our five Directors..  Our management style emphasizes a collaborative approach to decision making.   Together, we provide leadership and management direction to the various departments.

Chief Executive Officer - John Hennigan

Directors

Director of Finance - Brett Allen

Brett joined us in May 2011 from US Oncology, where he worked with physician practice, claims and electronic medical records.  Brett also has experience working with the Memorial Hermann Healthcare System, with CHRISTUS Health, with an engineering and contracting firm, and with Shell Oil. 

Director of EMS - Allen Sims, EMT-P
Allen Sims joined MCHD in November of 2006.  As the EMS Director he is responsible for all aspects of the MCHD EMS System.  Allen started his career with the Ponderosa Fire Department in 1982 and was with Cypress Creek EMS for 22 years, most recently serving as the Director of Operations.  He serves as the Chair of the EMS System Quality Improvement committee for the Southeast Texas Regional Advisory Council. 

Director of Infrastructure - Frank Marshall

Frank joined the District in 1999 as the Communications Manager.  In Frank's new role he will provide strategic oversight and leadership of the Facilities & Systems Technology (FaST) Department, Materials Management Department, and the Fleet Department.

Director of Healthcare Services - Penny Wilson

Penny joined us in 2007 and is a graduate of Texas A&M University.  As the Director of Healthcare Services, Penny will provide strategic oversight and leadership of her current department, HCAP, as well as the Public Health Department and the Health Information Exchange (HIE) Program.

Director of Human Resources - Bill Dornbos

Bill joined us in January 2007.  His work history includes a long history with Lockheed Corporation.  He served for four years as the HR manager at Compaq's corporate headquarters, and two years as their Ethics and Compliance manager.  Bills focus remains on MCHD's HR policy and compliance, recruitment and retention, management development, and performance management.

EMS Command Staff
The EMS Command Staff is comprised of a three position, leadership group that brings a team approach to budgeting, planning and decision making for EMS.   This group works closely with Executive Staff to insure effective performance.  

Director of EMS - Allen Sims

Associate EMS Director -Office of the Medical Director – Ryan Lewis
Associate EMS Director – EMS Operations - Connie Bryant

Regulatory Compliance - Donna Daniel
Donna has specific responsibility to insure the District compliance with governmental regulations.  In addition, she serves as the District records management office and liaison for MCHD's Board of Directors.

Human Resources-Our HR leadership team includes:

Bill Dornbos - Bill has primary responsibility over HR Policy and Compliance, Recruitment and Retention, Management Training and Development, Budget Performance Management and Evaluation.

Stacy Cox - Stacy is responsible for Benefits Administration, Compensation, Job Design and Responsibilities, Pre-Employment Processing, and Orientation.

HCAP Manager - Penny Wilson
Penny administers operational aspects of the Health Care Assistance Program.

Controller - Traci Hurst
Traci is responsible for maintenance of the general ledger and works closely with Brett on reporting and other accounting functions.
