Executive Staff
The Executive Staff makes up a three member leadership team for the District. Our management style emphasizes a collaborative approach to decision making. Together, we provide leadership and management direction to the various departments.
Chief Executive Officer - Allen Johnson, MPA
Mr. Johnson's role is defined by the Board and our enabling legislation to provide administrative control and management for the District operations. He has responsibility for advising the Board on the District’s strategic direction and implementing that plan.
Chief Operating Officer - Kelly Curry, RN
Mr. Curry provides oversight and support in a number of strategic areas. He oversees the performance of several key vendors including OCS (our computer outsource company) and Boon - Chapman (our third party administrator for the HCAP network and claims administration). He provides direct support to the management team on quality improvement and project management. He is a resource for EMS and HCAP for policy matters, operational decision making and implementation strategies. Kelly also has administrative oversight of the Radio Shop and Radio System.
Chief Financial Officer - Mike Nicknish, CPA
Mike Nicknish joins MCHD following an extensive 25-year career in third party administration and industry and public accounting. Most recently, Mike served as Director of Business Development for SunGard, SBPA Systems concentrating on Strategic Marketing Alliance relationships, ancillary product evaluations, and product costs from a TPA's needs perspective. Prior to that Mike was Vice President of Operations for a managed healthcare and third party administrator in Houston, in which he created strategies and processes that enhanced client services, reduced costs, and maximized levels of productivity through implementation of information technology.
Mike is a business leader with an in-depth financial background. During his career, he has managed cross-functional teams and built strategic concepts and delivered innovative business solutions. Mike earned his bachelor's degree in Accounting and Finance from St. Edward's University and is a Texas-licensed CPA.
EMS Director - Allen Sims, EMT-P
Allen Sims joined MCHD in November of 2006. As the EMS Director he is responsible for all aspects of the MCHD EMS System. Allen started his career with the Ponderosa Fire Department in 1982 and was with Cypress Creek EMS for 22 years, most recently serving as the Director of Operations. He serves as the Chair of the EMS System Quality Improvement committee for the Southeast Texas Regional Advisory Council.

EMS Command Staff
The EMS Command Staff is comprised of a three position, leadership group that brings a team approach to budgeting, planning and decision making for EMS. This group works closely with Executive Staff to insure effective performance.

Connie is responsible for Clinical Practice (including Education and First Response).
Regulatory Compliance - Connie Bryant
Connie has specific responsibility to insure the District compliance with governmental regulations. In addition, she serves as the District records management office, HIPAA compliance officer, a risk mitigation role and liaison with our general liability attorneys.
Human Resources-Our HR leadership team includes:
Bill Dornbos - Bill has primary repsonsibility over HR Policy and Compliance, Recruitment and Retention, Management Training and Development, Budget Performance Management and Evaluation.
Stacy Cox - Stacy is responsible for Benefits Administration, Compensation, Job Design and Responsibilities, Pre-Employment Processing, and Orientation
HCAP Manager - Penny Wilson
Penny administers operational aspects of the Health Care Assistance Program.
Senior Accountant - Traci Hurst
Traci is responsible for maintenance of the general ledger and works closely with Mike on reporting and other accounting functions.
